you herewith Letters Patent passed

under the Great Seal of the United

Kingdom reconstituting the office of

Governor and Commander-in-Chief of

the Colony of Hong Kong and making

fresh provision for the Government

thereof.

2. I also enclose Royal Instruc-

tions to the Governor and Connander-

in-Chief consolidating and amending

those at present in force,

3. With reference to Clause XXI

of the Letters Patent I shall be glad

to be informed in due course of the
